Municipal (regional) museums of Lithuania:
characteristics of their development and
typology

The object of the thesis is characteristics of development and typology of
municipal museums of Lithuania. The aim of the work is to summarize
typological characteristics peculiar to the group of these museums and
disclose their purpose ant tendency of development.
The main task of the thesis is to define the meaning and purpose of such
museums, the collections they contain, the tendency of their historical
development. It was also aimed to research the relation of the museums
with the movement of regional studies.
The conclusion is drawn that the concept of the museum cannot be defined
one-sidedly as the concept outlines a museum established by the
municipality as a juridical body, which main tasks are research and
preservation of the heritage of the vicinity. The meaning and purpose of
the municipal museums varied greatly depending on the ideology and other
circumstances of a historical period. The establishment of municipal
museums was closely related with social movement of regional studies.
Since 1990 possibilities and character of the work of the museums has
changed with the expansion of their educational, informative and tourism
functions.
The study will be useful for workers of municipal museums, for researchers
of cultural history and museum theory, as well as for the students of
history and museum theory.

The fund for educational change
The author in this publication encourages Lithuanian museologists to bring
back to the public mind and cultural use every Lithuanian place :
Kenigsberg, Tilsit, Tolminkiemis, Ragaine, Grodno, especially Seiny,
Naugardukas, Nesvyzius, Lithuanian Brest, Lithuanian Chicago. We are
talking about the constant upholding and expansion of these places of the
Lithuanian spirit by nurturing and dispersal of other nations cultural
heritage. The author is questioning – can we imagine a Russian’s spiritual
world without Odessa, Yalta, Ucrainian steppe sunsets, Caucasus or Paris?
Pole’s without Lviv, Vilnius, Naugardukas, without the Gates of Dawn?
German’s without Kenigsberg, without I. Kant’s tomb? Israeli without
Warsaw, Brooklyn or Vilnius, unfortunately, also without Auschwitz, IX
fort and Paneriai or Kaunas ghettos? And this is not assimilation, it’s
the creation of the new European space.

project MUSEUM ONLINE CATALOGUE in the

Collection accounting, research and storage center
Lithuanian Art Museum, charged by the Lithuanian ministry of culture
joined the European research and development programme EUREKA MUSEUM
ONLINE CATALOGUE (MOC) project started by the
Latvian State Authority on Museums’
administration. Implementing the project are also partners from the
Estonian ministry of culture and also IT companies from every country – AB
„ALNA“, Lithuania; GenNet Laboratories Ltd, Estonia; IT Consulting Ltd,
Latvija.
MOC project envisages to create and implement technologies, standarts and
special program equipment, that would enable compile, manage, and
administer information about the museum catalogs in the Baltic states and
provide it to the customers.
The state programme for the
development of ethnic culture and museum projects

In 2003, the government of the Lithuanian republic
ratified the state programme for the development of ethnic culture for the
years 2003 through 2009. Main objectives of the programme – preserve the
heritage of ethnic culture that has been accumulated, carry out consistent
research and secure development, by safeguarding the living tradition
phenomenons. There are means intended which must be carried out by
museums, culture, education and scientific institutions, municipalities,
national and regional parks, ngo’s to secure these ends. Lithuanian
museums are important partners of ethnic culture – and this programme -
implementation.
“An
attractive history of Kedainiai” project

Kedainiai regional museum presented the Lithuanian
ministry of culture Regional cultural projects promotion programme with
“An attractive history of Kedainiai” project and were granted financial
support. An interactive digital Kedainiai city plan was produced which
will represent the city’s history and heritage, will have educational and
cognitive functions and furthermore will be used for a cd and internet
site or the museum computer terminal.
Kedainiai regional museum parters are UAB “Terra Media” which specialises
in internet, multimedia design and programming and Vilnius’ University
faculty of History Culture history and anthropology department.

World Samogitians Fine Art expositions: retrospective,
significance and perspectives

Samogitian museum of the Fine arts
On June 28 – December 30 2003 in duke’s Mykolas Oginskis palace in Plungė
an exhibition of samogitinan fine arts took place. There one could
acquaint himself with current art work – graphic arts, crafts and
photography - of samogitian painters living both in Lithuania and abroad
(USA, Australia, Denmark, Hungary). In the exhibition 129 painters and 53
photographers took part, who presented about 450 works.
The purpose of the exhibition: to rally professional Lithuanian or emigree
samogitian painters and photo artists for a joint creative action, view
and asses evolution of samogitian fine arts and procesesses therein,
encourage painters living abroad not only exhibit their work here, but
make them come back to their homeland.

Kupiškis etnography museum
Paying homage to the fellow countryman painter Kazys Šimonis, mark his
merits to the Lithuanian grphic folk art, promoting the development of
folk art genres and rise the their art capabilities, Kazys Šimonis
Aukštaitija region painting and graphic folk art exhibition – contest is
organized in Kupiškis. The organizer of this event - Kupiškis
municipality Culture and education department and the Etnography museum.
Taking part in this competition are folk artists from Aukštaitija
(Panevėžys and Utena regions). The first K.Šimonis Aukštaitija region folk
artists contest took place in 1999.

for the traditional XIXth camp of the creators of Lithuanian medal

The camp of creators of Lithuanian medal took place in
2003 in Telšiai and strived to give a meaning to the culture history of
this Samogitian region Telšiai not only in the context of Lithuania, but
also by creating medals – a chronicle of being, justifying our being and
connections with European history, culture.
The XIXth camp of creators of Lithuanian medal – another
stage of the medal art history, marked with names, dates, original ideas
complemented the Samogitian museum "Alka" collection of
medals.
Wood carver plenaire and conference in Rokiškis

Rokiškis regional museum is implementing a long time project “Wood
carving: ethnic traditions under XXI century innovation influence”. For 7
years nationwide and international wood carver plenaires will be
organized, which would be connected with dievadirbys (maker of wooden god
statues) Lionginas Šepka (1907–1985) art. Sculptures created during the
plenaires will embellish the Rokiškis city park, which in 2007 will be
named Liongino Šepkos to mark his centenary.
On September 2–12 2003 the third wood carver rally took
place in Rokiškis regional museum, its main motive was wood and bird.
The most famous XX century dievadirbys Lionginas Šepka especially
loved this motive in his carvings. A bird meant freedom, independence, an
artists life regulated by noone.

Kupiškis etnography museum
In the beginning of September 2003 there was a plenaire – symposium named
„Kupiškis-2003“. The theme of this event – cultural ties between Northern
Lituania and Northern countries, and purpose – to encourage cooperation
between these countries and advocate the culture of Northern countries in
Lithuania.
The group of artists was made of 11 representatives for
different art forms. Plenaire – symposium was financed by Northern
ministers council bureau in Lithuania and Kupiškis municipality.
During the ten days participants of the plenaire from
Lithuania, Sweden, Iceland, Finland immortalized the Kupiškis land seen by
their own eyes, felt with their heart in cloth, glass, clay, photography.
Every participant delivered 3-4 works. The results of the plenaire
kupiškėns could see in the Etnography museum great hall of exhibitions.
After the plenaire museum collection was augmented by 15 new works of art.

Jonava regional museum
Jonava regional museum collaborates closely with the Great
Duke of Lithuania Algirdas airmobile batallion, based in Rukla, where
Soviet army base was situated in 1940-1993.
Museum personnel are lecturing soldiers on public holidays and other
occasions, show movies on historical and war themes, organise culture
monuments, cemetery, Atgimimo monuments renovation rallies.
In 1998 the museum established in Rukla its subsidiary, with exhibitions:
“Rukla and Lituanian army”, “Following the footsteps of Lithuanian army”,
“Jonava region and Lithuanian army” etc.
History of Lithuanian Jewry „days“ in
Joniškis

Joniškis museum of history and culture
On December 16 2003 Joniškis house of culture small hall housed the
exhibition and presentation of the museologist T. Butautis book „Joniškis
region Jewry life between the world wars“.
Jewish community’s from Joniškis region past is undividable from the
regions history as a whole. It is the only city in Lithuania having a two
synagogue complex. It is not accidentaly that an idea in Joniškis history
and culure museum was born to gather and accumulate historic and
iconographic material about Joniškis region Jew cultural, social and
economic life during the interwar period. The Fund for cultural change
supported financially the museum project „Joniškis region Jewry life
during the interwar period“. Finnishing accents of the project – the book
„Joniškis region Jewry life during the interwar period. 1918 – 1940“ and
exhibition „Jewish life in Lithuania“.

Vytautas Didysis war museum
LR Presidential palace (1919-1940) sector
On July 4 2003 Vytautas Didysis war museum personnel in
the renovated historic presidential palace, situated in Kaunas, Vilniaus
g. 33 opened an exhibition “ Lithuanian statehood during the interwar
period”. The new exposition was unveiled to Kaunas’ public during the King
Mindaugas’ coronation jubilee. Unfortunately, we don’t know when the
Kaunas Prezidential palace museum will be accessible to public, since it
has not been granted financing and furthermore this building will be
transferred to the Lithuanian Republic Presidents’ office.
Lithuanian Republic Presidential palace, which is a
historic and architectural artefact, was started in 1846 under captain
F.Winter, as a living space. Later, this building was bought by Kaunas’
governor and up untill I world war Tsarist Russia’s gubernatorial palace
was situated there. During the I world war the palace was occupied by the
agressor German administration. From the September 1 1919 through June 15
1940 this building was the Lithuanian Republic Presidential palace, in
which Presidents – A.Smetona, A.Stulginskis ir K.Grinius lived and worked.
There are 7 exposition halls in the historic presidential
palace, also the reproduced presidents working office.
Anykščiai siaurukas railroad museum
Anykščiai A. Baranauskas and A. Vienuolis-Žukauskas
memorial museum
Museum is situated in Anykščiai, in the complex of
the siaurukas (narrow rail) railroad terminus. The station was built in
1901, by the siaurukas railroad track section
Rubikiai–Anykščiai–Panevėžys. Up untill our days all of the centenary
station complex has remained nearly intact: water tower, the station
building, goods depot, living houses, hydrant, the cobbled goods square,
metal bridge over Šventoji. Specialists acknowledge Anykščiai railroad
having undisputable historic, technological, architectural and landscape
value.
A.Baranauskas and A.Vienuolis-Žukauskas memorial museum personnel in 1999
commemorating the centenary of siaurukas railroad, started a temporary
exposition with rolling stock, tools, station inventory, photos, stamps,
uniform signs all gathered by museologists in and on this railroad. In
2002–2003 the museum carried out a project “Reconstruction of the
siaurukas railroad museum” which was financed PHARE 2000 ESS programme.
The complex presentation and entertainment facilities were enlarged:
various exhibiton, railcar, wagon pieces have been bought, a new
expostition building has been built.
First medics of

Druskininkai city museum
In June 2003, during the resort season opening Druskininkai
city museum invited inhabitants and guests of the city to a new expostion
“The first medics of Druskininkai“. After more than a century being used
exclusively by students, scientific workers or history enthusiasts,
Vilnius university manuscript division fund „Vilnius Medical society“
material was, although fragmentarily, made public. Doctor portraits,
excerpts from their manuscipts, listings and books testify about the
activity of the real “builders” of Druskininkai resort - medics (Anicetas
Renjė, Ignacas Fonbergas, Ksaveras Volfgangas, Jonas Pileckis, Kazimieras
Chonskis, Izidorius Nahumovičius, Jonas Adomavičius, Vilis Gregoris). In
order to appreciate what kind of gigantic work these people did, we have
to get back to the beginning of the XIX century when, according to a famed
historian Teodoras Narbutas, Druskininkai was only a six house village.

Reflection of Lithuanian history in
paintings in XVII - XIX centuries

December 27 2003 through February 29 2004 Lithuanian national museum had
an exhibition ”Reflection of Lithuanian history in paintings in XVII-XX
centuries“. Every showpiece presented by the National M. K. Čiurlionis
painting museum having lived over upraisings and wars give a different
view of Lithuanian history. Portraits tell about people who lived in
XVII–XIX centuries and helped strengthen the Lithuanian state, nurture its
culture, lanscapes told about sceneries with castles and manors that have
not survived. Most pieces on exposition were brought to the National M.
K. Čiurlionis painting museum from the picture galleries of Oginskiai,
Zavišai, Tyzenhauzai, Tiškevičiai and other estate collections of which
only fragments remain.
Lithuanian bank history in projects,

On December 23 2003 the museum of the Lituanian bank open
an exhibition ”Banks in Lithuania. XIX century end – XX century beginning.
Projects, photos, postcards”. Together was presented a publication of the
same name.
Bank history in the exhibition and the publication as told
in historical sources and remaining iconographic material – projects,
photos and postcards. The theme discussed is broken down into two periods:
before the independence in 1918 and 1918 – 1940 period. The creation,
their activity, place of business, rent and construction of premises of
banks and credit institutions were shortly discussed there.
Iconographic and written material was gathered
from the Lithuanian state and the Lithuanian bank museums, other museums
and collectors, archives and collections and V. Žigas private archive.

History department
Panevėžys museum of regional studies has an exhibition
which started on May 29 2003 called ”History, city
and us”, dedicated to the 500 year jubilee of the
establishement of the city. Five hundred years of the city’s history is
presented in a very concise way, marking the most important events -
city’s foundation, its development, progress, unforgetable dates, changes
not only in the city but in the life of the country as a whole. The main
point of the exposition is the city becoming a political, administrative,
cultural, regional center, its self-government during different times, the
population national compostion dynamics, growth of economy, urbanisation.
The oldest written historical document which mentions the
foundation of Panevėžys is Great Duke of Lithuania (1492-1506) and King of
Poland Aleksandras Jogailaitis letter to the parson of Ramygala concerning
the donation of lands and building a catholic church on it.

Ten years have past from first national wood carvers
exhibition contest in Rokiškis regional museum to commemorate dievadirbys
Lionginas Šepka (1907 – 1985). It has since become prestigous not only in
the region but around Lithuania, while Rokiškis regional museum became
Lithuanian wood carvers skill perfection, idea generation and tradition
upholding center. From 1994 on these exhibitions contest have been
attended by 249 wood carvers from every region of Lithuania. These
contests have nurtured a fine band of talented artists. This is proved by
the L.Šepka prize winners art exhibition held in 2003.

The Exhibition of the church-art was open Utena
Ethnographical Museum in March, year 2003. Works of the sacral art are
exhibited in It from 12 churches of Utena region. This is about 150 works
of jewellers, textile, paintings, wood-carving. The most of them are
created in the end of XIX-th century - beginning of XX-th century.

About 1500 photographers’ Vincas Ferinauskas glass negatives are stored in
the Panevėžys museum of regional studies. Continuing the sieries of
exhibitions „Panevėžys region photographers”, the museum in the end of
2002 opened an exhibition of Vincas Ferinauskas photos entitled
„Miežiškiai and surroundings in 1918-1958 “. Vincas Ferinauskas photos
captures the lives of Miežiškiai and surrounding villages: shoolchildren,
and teachers, šauliai, pavasarininkai, young farmers, members of other
organisations, houseekeeping and sewing class participants, construction
of important objects (schools, chapels, bridges), individual buildings,
people working agricultural jobs, celebrating national or religious
festivals.
In 2003 Ferinauskas photos have been displayed in Panevėžys museum of
regional studies, Miežiškiai center of culture, Panevėžys Park
bibliotheque, Pasvalys region, Šiauliai photography, Kupiškis etnography
and Rokiškis region museums.

demands of visitors: the Lithuanian sea museum experience

Lithuanian sea museum
Lithuanian sea museum is one of the most tourist visited objects in
Lithuania. It is a unique opportunity for a cultural institution to
coordinate educational and recreational – amusement activity, acquainting
with sea creatures, mysterious water world, history and traditions of
navigation. Lithuanian sea museaum is visited by tourists not only from
Lithuania and neighbouring countries like Russia, Latvija, Estonia,
Byelorussia, Poland but also EU, USA and other countries of the world.
The Lithuanian sea museum carried out a visitor need assessement in
2002-2003. The goal of the research – find out if the services provided
are matching the recreational needs of the customers. 1004 visitors and 83
tourist group leaders from Lithuania and abroad were questioned. The
results, conclusions and suggestions about the visitors need assessement
are given in an article.

Lithuanian etnography museum
organises distinct days for every Lithuanian region, which enliven and
enrich expostions, multifacetly reflect on regional culture, tie the
material presented at the museum to present day, demonstrate the
continuity and following of traditions. Thanks to the joined effort of the
museum personnel and Dzūkija, Aukštaitija and Suvalkija regions culture
specialists Dzūkija, Aukštaitija and Suvalkija days were organised. These
events, most oftenly, were organised by opening or presenting a renewed
expostion in the museum sector dealing with the etnographic region
concerned.
Intermuseum project “Lessons of the
past for the future“

Kėdainiai regional museum Multicultural center in 2004 is impementing a
project, supported by the Fund for educational change, “Lessons of the
past for the future”. This project brings together Kėdainiai regional,
Šilutė and Švenčionys „Nalšia“ museums. Museologists, together with their
region history teachers and students will scrutinize national relations
during different historical periods, will try to uncover reasons for
conflicts, will shed light on peaceful coexistence examples and the change
of attitudes on different nationalities as a symbol of the society’s
public spirit. Presentations will be made from the material collected and
a two day creative camp in Kėdainiai will be organized. It is during this
camp that representatives from each region will present their research and
creative work. In Kėdainiai Multicultural center a series of discussions
about the Lithuanian relations with Jews, Roma and Karaites and modern
islmamic culture’s relationship with modern european culture will take
place.

Pasvalys regional museum
Pasvalys regional museum educators, preparing for the
centenary of the lifting of the ban of Lithuanian press, got financial
support from Lithuanian culture and sport financing fund for the project
of 2003-2004 called “The secret school during the banned press period”.
There where more than 200 Pasvalys residents – from elementary
to gymnasium students - taught during the first month of functioning of
the Lithuanian secret school.
The senario of the secret school was written by the
museologists according to the previously unpublished educationalist Juozas
Avižonis study “Lithuanian school of sorrow”, which is stored in the
Pedagogical museum in Kaunas.

The collection of the famous Lithuanian emigreé poet
Bernardas Brazdžionis returned in the summer of 2003 to Kaunas, Maironis
Lithuanian literature museum. Bringinging back the heritage of the poet
and first director of this museum (1940-1944) was organized by the
ministry of culture: a one-month trip to Los Angeles for the museum
director and the chief curator was organized. B.Brazdžionis legacy is made
of more than 30 thousand items. Its most interesting part is art work,
paintings, souvenirs, furniture. Another part is made of letters, photos,
documents.
At the end of the December 2003 in the Maironis Lithuanian literature
museum an exhibition was opened formed from this collection, named after
one of the Brazdžionis poem lines: “My heart is happy, enough with
travel... enough with travel...”

Showpiece restauration potential in
Lithuania’s regional museums

Lithuanian regional museums have mixed collections, made up from
miscellaneous material from different periods, starting with
archeological and finishing with folk artist products. This makes
establishing restauration facilities in place difficult, since not only
very differently specialised restaurators but also lots of various
equipment, materials and serious funding is needed and no smaller museum
can handle that. This could also be said about regional restauration
centers, whose only advantage lies in being closer to “home”, although in
order to function more or less properly and fullfill the needs of the
region at least partly it has to have not one type of restaurator but a
few or maybe more than ten, they have to be equipped with all the
necessary equipment, tools and materials and special facilities. More
purposeful would be however to establish specialized restauration centers,
which would engage in specialised restauration of one or a few closely
related object groups. Ensuring the technical base of such centers would
be much easier. Grouped wisely centers would need less equipment,
materials. Also, working together same field specialists would do more
than the same number of different field restaurators.

Renaissance
in the regions: English museum vision
In January 2004 Culture, sport and media department of
Great Britain incited the museum specialists to examine carefully and
thoroughly the situation at regional state museums and galleries. At the
end of the research a report was compiled which included examples of best
museum practice, ideas. The results of the research allowed for the
creation of a very clear and strong strategy and operational system of
functioning based on cooperation for the museums and galleries nationwide.
Experts of museum management have proposed to establish Regional centers
in every region which would be leaders in the regional museum community.
Regional centers would be made from one museum and and a gallery and no
more than three satellite partners. It is hoped that Regional centers will
invest in quality, meaning, that they will strive for high exhibition
content, learning, education, provided services , collection compilation
and interpretation, management standarts. All of this activity will be in
cooperation with regional agencies (AMC*, Area Museums Councils),
university and departamental museums, natioanl museums and galleries, MLA
(Museum, Library and Archive council).

Slovakian numismats feasts and day to
day life

For the Kremnica coinage establishement and 10 years from Slovakian money
being introduced commemoration, Slovakian numismatics society organised an
international numismatics symposium called “Money history in central and
eastern Europe”. It took place on September 2-5 2003. Participating –
Czech republic, Croatian, Polish, Lithuanian and Slovak numismatics:
museologists, collectors, academic institutions workers, bankers.
The coinage established in Kremnica 675 years ago, produced the silver and
gold coins which spread across the Central and eastern Europe and are
associated with coin turnover in the Great Duchy of Lithuania. Known to
Lithuanian numismatics and archaeologists from treasures and individual
coin findings, to historians from written sources are gold coins –
Kremnica XVI-XVIII century ducats. In GDL written sources they are also
called the “hungarian red” (uhorskije červonyje).
Museums of the fine arts comitee
(ICFA) annual meeting in Helsinki
On September 24-27 2003 in Helsinki, Sinebrychoff foreign countries fine
arts museum took place museums of the fine arts comitee annual meeting
and conference “Painter travel and painter colonies”, during which an
important and not researched enough subject of painting history was
discussed, which has influenced fundamental processes of development and
international dispersion of ideas.

Celebrating its 70th jubilee Lithuanian museum of the Fine
Arts did not organise any special events for the occasion it dedicated
for it the main showpieces of the jubilee year – exhibition for the King
Mindaugas coronation 750th jubilee programme “The creators of the
Lithuanian state (portraits of the XVI-XX century)“,
exhibitions’ for the Lithuanian millenium programme “Christianity
in Lithuanian art” VII renewal, exhibiting the 1255 rescript of the King
Mindaugas with a stamp from Berlin and the tiara of Pope Pius XI from
Vatican, other projects. For the end of the jubilee year, art work that
has been bought in 2003 from the 1990-2000 period will be put on
exposition in the now renovated Lithuanian national gallery of the Fine
Arts. It reflects the new painting styles and expression tendencies, that
are finding their place in Lithuania since the beginning of the last
decade, the conergence of national and international creative impulses.
